आप सभी को इस नोटिफिकेशन का पिछले 2 हप्ते से बेसब्री से इन्तजार था. न्यूनतम वेतन अधिनियम के 1948 अनुसार साल में 2 बार मंहगाई भत्ते का नोटिफिकेशन जारी किया जाता हैं. जिसमें एक तो अप्रैल और दूसरा अक्टूबर में प्रकाशित किया जाता हैं. इस नोटिफिकेशन को डी.पी.एस. नेगी, चीफ लेबर कमिश्नर (सेन्ट्रल) ने 12 अक्टूबर 2020 को जारी किया हैं. अगर आप देश के किसी भी कोने में वह चाहे दिल्ली, नोयडा, गुजरात, बिहार, असम, कानपूर, अहमदाबाद, गाजियाबाद, बेंगलूरु, आदि में स्थिति Central Goverment के किसी भी विभाग/मंत्रालय/पीएसयू आदि में ठेका वर्कर, आउटसोर्स वर्कर, डेली वेजर, सफाई कर्मचारी आदि के रूप में काम करते हैं. तो इस नोटिफिकेशन में दिया गया दर आपके लिए 01 अक्टूबर 2020 से लागू होगा.
Minimum Wages in Delhi 2020 | दिल्ली का न्यूनतम वेतन 2020
अगर आप दिल्ली राज्य के अंदर अवस्थिति किसी Central Govermennt के डिपार्टमेंट में ठेका वर्कर, आउटसोर्स वर्कर, डेलीवेजर आदि के रूप में काम करते हैं तो Minimum Wages Act 1948 के अनुसार आपको Central Govt (Central Sphere) या दिल्ली सरकार के न्यूनतम वेतन Notification दोनों में जो ज्यादा होगा. उसी दर से भुगतान किया जाना चाहिए. इसके बारे में दिल्ली हाईकोर्ट ने एक आर्डर में भी कहा हैं. जिसकी जानकारी नीचे पोस्ट के अंत में आर्डर के कॉपी के साथ उपलब्ध हैं.
अगर आप दिल्ली सरकार के अंडर किसी सरकारी विभाग में कॉन्ट्रैक्ट वर्कर आदि के रूप में या किसी प्राइवेट फैक्ट्री, दूकान, होटल रेस्टोरेंट, सिनेमा, आदि में काम करते हैं तो आपको दिल्ली सरकार के द्वारा जारी न्यूनतम वेतन के अनुसार दिया जाना चाहिए. देश के बांकी राज्यों में भी यही नियम लागू होगा.

Central Government Minimum Wages October 2020 (Central Sphare) का नोटिफिकेशन इंडस्ट्रीज वर्कर के लिए अलग-अलग कैटेगरी के लिए निम्न प्रकार से होगा-

आप अगर अपना मासिक वेतन जानना चाहते हैं तो ऊपर लिखे एक दिन के वेतन में 26 से गुणा कर मासिक वेतन निकाल सकते हैं. जो कि अलग-अलग कैटेगरी के हिसाब से निम्न प्रकार से होगा-

आप सेन्ट्रल गवर्नमेंट के ही किसी विभाग जैसे रेलवे, आईआरसीटीसी, एयरपोर्ट, पोस्ट ऑफिस, सेल, भेल, Nationalized Bank (SBI, Canara Bank, PNB, Central Bank Of India, etc) आदि में में Security Guard (Watch & Ward) (ठेका वर्कर) के रूप में कार्यरत हैं, तो आप इस दर से मिलना चाहिए –

हमारे द्वारा बताया दर पुरे देश सेन्ट्रल गवर्नमेंट के अंडर आने वाले कॉन्ट्रैक्ट वर्कर, आउटसोर्स वर्कर, डेली वेजर वर्कर के लिए है. जिसमें पुरे देश को 3 एरिया कैटेगरी A, B, C में बांटा गया हैं. इसमें A कैटेगरी में देश के 17 शहर को रखा गया हैं. जो कि – Ahmedabad, Bengaluru, Delhi, Greter Mumbai, Kolkatta, Navi Mumbai, Hydrabad, Kanpur, Chennai, Nagpur, Lakhnow, Pune, Faridabad Complex, Gaziabad, Noida, Secunderabad, Gurgaon हैं.
इसके अलावा B एरिया जानने के लिए 1 अप्रैल 2020 का नोटिफिकेशन देखें. अगर आपका शहर B एरिया में नहीं आता हैं तो आपको C एरिया में दिए दर से कम भुगतान नहीं किया जा सकता हैं.

अगर आपको 01 अक्टूबर 2020 से उपरोक्त बताये दर से नहीं दिया जा रहा तो आपको घबराने की जरूरत नहीं हैं. आप इसके लिए अपने एरिया के Reginal Labour Commissioner (C) ऑफिस में लिखित ऑनलाइन/ऑफलाइन शिकायत कर सकते हैं. आज जब भी शिकायत करें तो आपको जितना कम भुगतान किया जा रहा. उसके दस गुणा हर्जाना की माँग कर सकते हैं.

Of course dear you are under the Government of India. You can not be given less than the salary of highly skilled at the rate mentioned in it, which is approx 21K + (Basic+Da). If your department/contractor not paid then read the complaint procedure already mention on this page.

There is an telecommunication company (XYZ) in maharashtra , and company already been taken contract labour principal employer license (Through central Authority).
Central license because All telecommunication companies are coming under central rules & act for contract labour ( Example :- BSNL is an telecommunication company and coming under central rules & act for contract labour license.)
Also contractor has been taken licence from central government authority.
But central government (Regional Labour commissioner) stated that in writing for minimum wages they are not appropriate government kindly contact appropriate government authority.
Can you please help me which minimum wages rates is to be follow by this company weather its state or central.
I am working as contact employee.

Why are you so confused, they are not the basis of minimum salary. If your company is under central goverment such as BSNL, MTNL, then you will not get minimum salary of Central Sphere otherwise state.
सर मैं दिनेश प्रजापति उत्तर प्रदेश फैजाबाद में मैं फायर में एक ठेकेदार ए टू जेड कंपनी लखनऊ के थ्रू काम करता हूं उन्होंने मुझे 9500 सैलरी देते थे शिकायत होने पर सैलरी 14600 किए और अब उस सैलरी में से पैसा वापस मांग रहे हैं ना देने पर निकालने की धमकी देते हैं सर मैं क्या करूं कुछ मार्गदर्शन दें
आपका सवाल काफी मुश्किल सवाल है. आपके हक़ का पैसा कोई मांगे तो आप क्या करोगे? आपको तय करना होगा। एक तरह से ठेकेदार आपको ब्लैकमेल कर रहा है. इसका सबूत बनाकर आप संबंधित विभाग और पुलिस में भी शिकायत कर सकते हैं.
